Avoid bags that have rollers, as GAs may assume that a roller bag is beyond the dimensions of a personal item.

Nonetheless, it is safe to say that it is usually meant to go under the seat and be in the order of 36 linear inches with a small dimension not bigger than 8", notably so it fits under the seat.
