After barring the city from state housing and homelessness funds, Gov. Gavin Newsom filed a lawsuit against Norwalk after it passed a homeless shelter ban.

The lawsuit ratchets up a conflict that has already seen Norwalk lose its ability to kill large housing projects.

The lawsuit is part of an effort by Gov. Gavin Newsom to push back against what he sees as local resistance and defiance of state laws to ease California's housing crisis.
