TAMPA, Fla. (WFLA) — Tropical Storm Rafael strengthens as it moves near Jamaica, the National Hurricane Center said. Located 105 miles southwest of Kingston Jamaica, maximum sustained winds are near 60 mph. According to NHC, Rafael is expected to move near Jamaica this morning, and a northwestward motion is expected over the next few days.
