Senate Democrats are plotting to retaliate against the Trump administration after attempts to restructure or possibly close the U.S. Agency for International Development (USAID), which provides foreign aid and supports democracy around the globe.

Sen. Richard Blumenthal (D-Conn.) told Axios on Tuesday that he's willing to place holds on Trump nominees on the Senate Judiciary Committee. Blumenthal said the caucus is proceeding as if there is a blanket hold on Trump nominations.

Members of Congress who spoke at Wednesday’s rally said an upcoming government funding deadline could be an opportunity to stifle Trump’s plans to weaken federal agencies.

A Senate panel on Tuesday advanced the nomination of Robert F. Kennedy Jr. to serve as secretary of Health and Human Services. The 14-13 vote was strictly along party lines. The vote on Kennedy was the first of two crucial tests for President Trump’s nominees on Tuesday.

In a starkly partisan vote, the Republican-controlled Senate Finance Committee advanced Kennedy’s nomination 14-13, sending his bid to oversee the $1.7 trillion U.S. Health and Human Services agency for a full vote on the Senate floor.

The Senate Finance Committee voted along party lines to send Kennedy’s bid to lead the Department of Health and Human Services to the full chamber.
